Ahead of the November 19, 2026 launch of Grand Theft Auto VI, Rockstar Games has officially updated its developer modding guidelines. As anticipation builds for Vice City and the state of Leonida, Rockstar is establishing strict boundaries on what community modders can—and cannot—create. Whether you build custom single-player scripts or enjoy tweaking open-world action games, here is everything you need to know about Rockstar's newly updated rules.
1. No Cross-Game Asset Porting
Rockstar has explicitly warned developers not to mix intellectual property between different games. Modders are prohibited from taking maps, characters, storylines, or assets from one Rockstar title and porting them into another.
◇ What's Banned: Importing Red Dead Redemption 2 weapons into GTA V, porting Vice City map assets into GTA IV, or fan-made platform ports.
◇ Why: Rockstar is protecting its proprietary assets and narrative content ahead of official releases.
2. Strict Ban on AI Voice Cloning & Voice Editing
One of the most notable updates specifically targets voice acting. Modders are no longer permitted to extract, alter, or repurpose voice lines from any Rockstar title, nor can they use AI to clone voices or likenesses.
◇ No AI Re-creations: Generating new dialogue using character voice models is strictly off-limits.
◇ No Real-World Likenesses: Using the likeness or voice of real-world figures without explicit written permission is banned.
3. Total Ban on Gacha, Crypto, and Real-Money Gambling
Following ongoing crackdowns on unauthorized monetization in custom multiplayer servers, Rockstar has drawn a firm line on real-world currency mechanics.
◇ Prohibited Features: "Surprise boxes," loot boxes, gacha systems, memecoins, NFTs, and virtual currency sales for real money.
◇ Monetization Limit: Modders are only permitted to monetize through official store platforms approved directly by Rockstar Games.
What This Means for GTA 6 & Modders
While these restrictions seem tight, Rockstar’s updated stance is designed to protect story integrity, character performance rights, and legal compliance before GTA VI hits store shelves. Single-player visual tweaks, vehicle mods, and quality-of-life enhancements remain widely accepted as long as they respect third-party copyrights and avoid monetization violations.
